Disqusのアカウントを消してしまったようなので再度チャレンジしてみた。
まず以下の必要部分を読む。

Disqusにサインインする。
「Welcome to Disqus!」とメールがくるので、Verify your email address for access to more sites:の後ろのリンクをクリックして登録確認する。
http://disqus.com/integrate/アカウント/generic/にアクセスして埋め込むコードを確認する。
[Code Snippet #1]部分を template/item_page.htmlのコメントを表示させたい所に埋め込む。
template/item_page.htmlの固定リンクのうしろに
<a href="<%= data[:url] %>#disqus_thread">Comments (View)</a>を追加。kuttukibbs.cgiの部分とか削除。
